Combine the flour, eggs, butter, baking powder and vanilla extract in a bowl.
Beat on medium until batter is fully incorporated.
Line your cupcake tins and pour batter as scoops into the tin cups.
Place in oven and bake 15 minutes.
Let the cupcakes cool on a rack for 15 minutes.
Remove and frost.
For the fondant:
In a microwavable bowl, melt 16 oz. of mini marshmallows with 3 tbsp. of water for 2 minutes.
Mix well until they are all completely melted. Do not overcook.
Add 2 lb. of powdered sugar, using spatula scrap the bowl and mix well.
Pour mixture on a powdered sugar dusted surface and start kneading until fondant has a smooth consistency. If fondant is sticky you may add more powder sugar.
Reserve in a plastic bag.
Separate the fondant into smaller batches and add color to the smaller batches, leaving one batch white.
Prepare a flat surface with powdered sugar to prevent it from sticking, and roll out the white fondant.
Cut out the skull shapes using a cookie cutter on the white fondant & set aside on a surface that has also been prepared with powdered sugar to prevent them from sticking.
Roll out the other colors on a prepared surface and use flower-shaped cookie cutters to cut out flowers in different sizes in each color, as well as sliced, very thin strips in different colors to be the headbands. Set aside on a prepared surface.
Roll out the white fondant on your prepared surface and cut out eyes and mouths.
Using a mixture of powdered sugar and a small amount of water, make a glue and start sticking on the eyes and mouths.
Start gluing on the flowers for the floral headbands, using a variety of sizes and colors.
Place your completed luchador masks on your frosted cupcakes.
